Subscriber identity verification and paperless subscriptions for telecom operators

Verify the subscriber's identity from the chip ID card at the dealer, in the field and in digital channels, and make subscription contracts paperless with biometric signatures.

Telecom operators process thousands of new subscriptions, line transfers, number portings and SIM card replacements every day. Each of these requires the subscriber's identity to be established correctly; a weakness in identity verification opens the door to risks such as lines being opened in someone else's name or fraud through SIM swaps.

Through the enterprise software it built for Avea and Türk Telekom and the support services it provides for IMS core systems, Magno Bilişim knows telecom operations closely. It combines this experience with subscriber identity verification, paperless subscription and remote onboarding solutions.

Challenges

Challenges in telecom operators' subscription processes

Identity fraud

Opening lines with forged or someone else's ID and unauthorized SIM swaps harm both subscribers and operators.

Distributed dealer networks

Consistent identity checks across hundreds of dealers are hard to achieve and audit with manual processes.

Paper contract burden

Printing, signing, scanning and archiving subscription contracts creates significant operational cost.

Shift to digital channels

Subscribers' expectation to get a line and complete transactions without visiting a store makes reliable remote identity verification essential.

Regulation

Identity verification obligations in subscription processes

In the electronic communications sector, establishing subscription contracts and identifying subscribers is subject to the regulations of Türkiye's Information and Communication Technologies Authority (BTK). Operators must correctly establish subscriber identity for transactions such as new subscriptions, line transfers and SIM card replacements, and keep auditable records of these transactions.

Reading chip-based Turkish ID cards via NFC produces a more reliable and more auditable record than entering ID data manually or taking a photocopy. Biometric data such as facial images must be protected as special category personal data under the Turkish Personal Data Protection Law No. 6698 (KVKK).

Institution-specific regulatory requirements are addressed together with your compliance team during process design.

End-to-end flow

  1. ID reading: The subscriber's chip ID card is read with a card reader at the dealer, or with an NFC-enabled phone in the field or digital channel.
  2. Verification: The electronic signature of the chip data is checked; for remote transactions, the person is matched with face verification.
  3. Form filling: Verified identity data is transferred to the subscription form automatically.
  4. Signature: The subscription contract is signed biometrically with Magno Sign.
  5. Record: Transaction and verification records are passed to the operator's subscriber management and CRM systems.

Use cases

  • New line subscriptions and prepaid-to-postpaid switches at dealers
  • Subscriber identity verification for SIM card replacement
  • Number porting and line transfer transactions
  • On-the-spot identity verification during courier SIM delivery
  • Remote subscriptions through digital channels
  • Corporate subscriptions and bulk line transactions

FAQ

Frequently asked questions

How can telecom dealers verify subscriber identity securely?

The subscriber's chip-based Turkish ID card is read with a contactless card reader connected to the dealer's Windows-based software, and the electronic signature of the chip data is checked to confirm the card is genuine. Magno ID is the SDK that embeds this process into the operator's dealer software.

What can be done against SIM swap fraud?

For high-risk transactions such as SIM card replacement, reading the chip ID card via NFC instead of only visually checking it, and adding face verification where needed, reduces the risk of transactions being made in someone else's name. Magno ID and Magno Live provide these steps.

Can operators use Magno Live for remote subscriptions?

Yes. With its OCR, NFC and face verification modules, Magno Live can be integrated to verify subscriber identity remotely for subscription applications coming through the operator's mobile app or website.

What is Magno Bilişim's experience in telecommunications?

Magno Bilişim built the PerSys and İBS software for Avea and a demand and order management system for Türk Telekom's Transmission Department, and provides support, optimization and backup services for Alcatel-Lucent and NETAS GENBAND IMS core systems.
